Statutory Mandates (KRS 163.500-520)

Picture of ASL Sign for the word support. The Commission shall advise the Governor and the General Assembly concerning policy and programs to enhance the quality and coordination of services for deaf and hard of hearing persons.
Picture of ASL Sign for the word support. The Commission shall cooperate with and assist local, state, and federal governments and public and private agencies in the development of programs for deaf and hard of hearing persons.
Picture of ASL Sign for the word support. The Commission shall review legislative programs related to services for deaf and hard of hearing persons and shall conduct studies of conditions affecting the health and welfare of deaf and hard of hearing persons.

The Commission shall oversee the implementation and operation of a Telecommunications Access Program to ensure equal access to telecommunications services by providing specialized telecommunications equipment (STE) to citizens of the Commonwealth who are deaf, hard of hearing or speech impaired.

Access Center

The KCDHH has established an Access Center for Interpreter Referral Services. The purpose of the Access Center is to effectively match deaf consumers with interpreters to access programs and services provided by state agencies. This program is NOT intended for services within the private sector such as doctor's appointments, meetings with attorneys, or non-profit services. The Access Center has established a pilot videoconferening called program--- "Deaf Access Stations." This will allow remote interpreting and captioning through desktop computers to various regions across the state, thus allowing easier access to state services and programs reducing the need for extensive travel.
